Yeah, it's a bad traffic gag. The good thing about traffic gags is that you can apply to them to just about every city on the planet, and people will still laugh. :-)

2019-05-04 Rerun commentary: There's a bit of added motion blur to the back of the truck to give it the appearance of, well, motion. This is a fairly simple Photoshop effect, and it works pretty well, I think.

Oh, and yes, it looks like they're driving past the same scenery in different directions in panels 1 and 4. You know what those Paris streets are like.
