2015-03-06 Rerun commentary: Technically speaking, a jurisdiction is the authority given to a legal, political, or administrative body to make and enforce laws. In modern English usage, the term "jurisdiction" has also come to mean the geographical or subject-matter area in which the relevant authority has such jurisdiction. The geographic sense is how Mordekai is using the term here.
A cool variant is private jurisdiction, which is a system in which individuals have the power to make their own laws and enforce them on their own property - or whatever property they held sway over by force of arms. This was common in medieval times, when many people could raise a small private army and enforce things like tolls and taxes on people passing through their lands.
