1 Lambert: Anyway, Kyros, you can’t have wolf as a monster because it’s just an animal. But you can have werewolf.
2 Kyros: Really? But werewolves are just part of the natural world as well, the same as wolves.
3 Kyros: So yeah, they’re like wolves. And there’s another important thing about them.
4 Lambert: What’s that?
4 Kyros: Werewolves are people too!

I think something that's part-human and part-animals counts as a monster.

Although... if a minotaur and a harpy had children, some would be minotaurs, some would be harpies, some would be birds with bull's heads, and some would be humans!
